Traveling internationally doesn’t always require a passport — but there are important rules and exceptions to know before you book. While most international destinations require a valid U.S. passport, there are a few places where U.S. citizens can travel using alternative documentation.

Below are destinations where you may not need a U.S. passport, along with what you do need to travel smoothly.
1. Puerto Rico
Passport required? No
What you need: Valid government–issued photo ID
Puerto Rico is a U.S. territory, making it one of the easiest “international–feeling” trips without passport requirements. Flights operate like domestic travel, and U.S. citizens can enter freely.

2. U.S. Virgin Islands (St. Thomas, St. John, St. Croix)
Passport required? No
What you need: Government–issued photo ID

Good to know: Some airlines recommend traveling with a passport, but it is not required.
3. Closed–Loop Cruises
Passport required? Sometimes
What you need:
Government–issued photo ID
Original birth certificate
Closed–loop cruises depart from and return to the same U.S. port and may visit destinations like Mexico, the Caribbean, and/or the Bahamas.
Important caveat: If you miss the ship or experience an emergency abroad, having a passport makes re–entry much easier.
4. Northern Mariana Islands & Guam
Passport required? No
What you need: Government–issued photo ID
These U.S. territories in the Pacific offer unique cultural experiences and beautiful landscapes without passport requirements.
5. Travel to Canada & Mexico (Land or Sea Only)
Passport required? Not always
What you may need:
Passport card
Enhanced Driver’s License (EDL)
